At a time when it seems like Congress can't get anything right, environmentalists across the country are praising a 41-year-old federal law that is achieving exactly what its framers wanted. The Marine Mammal Protection Act of 1972 prohibited killing, harassing, or even annoying all mammals that make the oceans along our shores their homes.
